Standing Up for Public Safety and City Employees
Helotes’ first responders and city staff earned salaries well below market rates, failing to keep up with inflation, resulting in increased recruitment, retention, and turnover costs. Council Member McGowan strongly advocated for competitive salaries for the city’s employees who deliver vital community services. Despite opposition, she worked diligently and cooperatively with city leadership and approved a responsible budget that increased salaries without incurring debt or running a deficit budget.
Ensuring Responsible Economic Development
As a City Council Member appointed to the Board of Directors of the Helotes Economic Development Corporation, Council Member McGowan ensures strict compliance with state law and the Corporation’s bylaws. When economic incentive requests were presented to the Board without required performance agreements, she stopped them—protecting taxpayers and ensuring public dollars are spent responsibly.
