Council Member McGowan recognizes that attracting and retaining high-quality city employees is essential to delivering the reliable public services Helotes’ residents expect. She strongly advocated for the city to provide more competitive compensation for Helotes’ first responders and city staff while maintaining a fiscally responsible approach to budgeting. By working collaboratively with city leadership, she helped secure approval of a balanced budget that invested in the city’s workforce.
Ensuring Responsible Economic Development
Council Member McGowan is committed to responsible economic development that supports local businesses while protecting taxpayer resources. As a City Council Member appointed to the Board of Directors of the Helotes Economic Development Corporation, she advocates for transparency, fiscal responsibility, and adherence to established policies and procedures to ensure economic incentives are administered effectively and in the best interest of the community.
